عدم  حصولنا على مستحقاتنا يمكن ان يعطل الجدول الزمنى لتنفيذ المشروع ولدينا 5 خطوط متوقفة بسبب موافقات الجهات المعنية

ضمن اللقاء الذى اجرى مع مايكل ليو مدير فرع شركة STATE GRID الصينية فى مصر بحضور ممثل الشركة فى القاهرة اللواء عادل عبدالعزيز  وخيه جين مساعدة مايكل  للرد على تقارير الموقع التى تشير الى فشل اختبارات عازلات هذه الشركة الموردة للمشروع الذى تنفذه فى مصر حاليا وسيطرة الشركات الصينية على المشروع  يستكمل الموقع بعض المحاور التى لم يتناولها فى تقرير الامس ودارت حول القرض الصينى التجارى الذى لم يفعل حتى الان بسبب ما قاله مايكل عن بنود فى ضمانة وزارة المالية لم يوافق عليها البنك الصينى وفيما يلى نص الحوار  ننشره كما هو احتراما لكلام المسئول وينتظر الموقع تعقيبا من اية شركة محلية وجدت فى كلام مدير الشركة مخالفة للحقيقة :

 لماذا لم يتم تفعيل القرض التجارى الصينى  من قبل بنك (اكزم بنك) حتي الان؟

ستيت جريد ليست مسئولة عن هذا فهذا من اختصاص شركة نقل الكهرباء (المقترض) وبنك (اكزم بنك) المقرض  وانه بالرغم من الصعوبات والمشاكل الموجودة فانه يتوقع ان الحكومتين سيتوصلا لاتفاق لان هذا يعتبر المشروع الاول الذي يتم بقرض تجاري بين الحكومتين وستيت جريد لم تتقاض اية اموال منذ 6 اشهر  وحتى الان من شركة النقل   والشركة المصرية لنقل الكهرباء اعطتنا  15% دفعة مقدمة بالجنيه المصري من بعدها لم يتم صرف اموال طبقا للفواتير التي يتم تقديمها وهذا يؤثر بشكل سلبي علي الشركة ككل ويؤثر بالسلب ايضا علي تنفيذ المشروع ولنا مستحقات بخلاف الدفعة المقدمة منذ 6 اشهر تصل الى 200 مليون دولار

لماذا لم يتم عرض ذلك علي الدكتور محمد شاكر وتوضيح هذه الامور ؟

الدكتور محمد شاكر يعلم بذلك وسعي بكل جدية للوصول الي حلول ولكن هذه المشكلة ليست من اختصاص وزارة الكهرباء فالحلول موجودة عند وزارة المالية وليست وزارة الكهرباء لان المشكلة فى الضمانة توجد بها بنود لا ترضى البنك الصينى ولكن اعتقد انه سيكون هناك صيغة توافقية قريبا  وفي شهر يناير الماضي عندما قام الرئيس الصيني بزيارة الي مصر تم توقيع اتفاقية القرض انذاك بين وزارة الكهرباء والبنك وهذه الاتفاقية شاملة جميع البنود حيث قام وفد من الشركة المصرية لنقل الكهرباء بالذهاب الي الصين لمناقشة جميع اجراءات الاتفاقية وحاليا تم الانتهاء من جميع اجراءات القرض والضمانة المالية ولكن هناك بعض البنود ما زالت معلقة ومحل تفاوض بين الجانبين

متي يتم الانتهاء من المشروع وهل هناك غرامات تفرض عند التأخير؟

 نحن نعمل وفقا للعقود ونعمل بمعدلات سريعة مقارنة باي شركات اخري تعمل في مصر ورغم اننا لم نتقاض اية اموال  منذ 6 اشهر لكننا ما زلنا نعمل  ولم نتوقف عن العمل وشركة نقل الكهرباء تتبع الاجراءات الروتينية ونحن نتبع الاجراءات القانونية طبقا للعقود وهذا يبدو طبيعيا بين شركتين حكوميتين  وهناك حوالي 5 خطوط لم يتم الانتهاء من اجراءات الحصول على موافقات الجهات الرسمية عليهم وما زلنا علي اتصال مع الجهات المسئولة ، ولكن عندما تأتي الموافقات  لا نقوم بالعمل فورا فنحن ناخذ وقتا حوالي  2 او 3 شهور بعمل اختبارات للتربة وتحديد مواقع الابراج وعمل مسح للبروفايل وبعدها تقوم شركة النقل بعمل تعويضات للاهالى ثم نبدأ التنفيذ

ما تقييمك لوضع قطاع الطاقة في مصر حاليا ؟

منذ حوالي 20 عاما كانت الصين تشبه مصر من حيث الفقر وكانت هناك مشاكل في الاقتصاد والكهرباء والتصنيع وكان تصنيف شركة ستيت جريد رقم  600 علي مستوي العالم الي ان وصلنا حاليا من اوائل الشركات علي مستوي العالم ولدى الصين 1000 جيجا وات حاليا و انا اثنى على قرار الحكومة المصرية  بزيادة باسعار الكهرباء  لان عدم  رفع الاسعار معناه ان الشركات والوزارة  سوف تخسر لان علي الدولة ان توفر الطاقة لكي تجذب المستثمرين وهذه هي البنية الاساسية لاي استثمار وبكل صراحة اقول  ان السياسات الاستثمارية في مصر سيئة جدا وان مناخ الاستثمار داخل مصر ليس مناسب لجذب اية استثمارات للاسف

– هل تعملون فى اسواق افريقية  ؟

 شركة ستيت جريد متواجدة بقوة في السوق الإفريقية حيث تعمل  في اثيوبيا وكينيا وغانا وتنزانيا وجنوب افريقيا ولدي ستيت جريد مكتب خاص بالقارة الافريقية ومقره بجنوب افريقيا وهو مسئول عن افريقا ويسمي africa office  ويوجد لدينا مشروعات ايضا في تركيا والعراق وايران وهذه المشروعات خاصة بالشبكات وتابعة للحكومة لان ستيت جريد تمثل وزارة الكهرباء الصينية بالفعل الحكومة الصينية تمتلك الشركة بنسبة 100% لان رئيس الشركة يمثل وزير الكهرباء الصيني واحب ان انوه  ان  ستيت جريد من اكبر الشركات علي مستوي العالم وتسيطر  علي 90% من الشبكات في الصين اما ال10% الباقية فهي المناطق المنعزلة يتم تعيين شركات اخري للعمل بها حيث تحتوي الشبكة في الصين علي 1000 جيجا وات يكون لـ ستيت جريد النصيب الاكبر فيها

 هل لديكم  مشاريع  في منطقة الخليج؟

الشركة حاليا تقوم بتحضير مشروع شبكات في سلطنة عمان ولم يتم توقيع العقود حاليا

 يبدو ان سنك صغيرا جدا  متي بدأت العمل داخل شركة ستيت جريد؟

في البداية كنت اعمل لدي شركة اخري ، وبدأت العمل داخل ستيت جريد منذ 3 سنوات وانا متخصص فى مجال I T و معظم الصينيون يمتلكون وجها صغيرا لكنهم كبار سنا  و مجال تكنولوجيا المعلومات I T  دائما ما يشغله شباب صغير السن وهذا ليس بالغريب علي اي دولة متقدمة فى العالم كله

State Grid is not responsible for this that is the job of electricity transmission company ( the borrower) and Bank (Akzm Bank) lender and that in spite of the difficulties and the problems that exist , it is expected that the two governments  agreement because this is the first project , which is a commercial loan between the two governments and State Grid  did not get money six months ago and so far from the transport company and the Egyptian Electricity Transmission Company gave us   15% advance payment in Egyptian pounds from then  is not the money exchange in accordance with the bills that are introduced  and this affects negatively on the company as a whole and adversely affect also the implementation of the project and our dues other than payment 6 months ago up to $ 200 million 

 ?Why should we not show that Dr. Mohamed Shaker and clarify these things

Dr. Mohamed Shaker knows that and seek in earnest to find solutions, but this problem is not the prerogative of the Ministry of Electricity solutions exist when the Ministry of Finance and not the Ministry of Electricity , because the problem in the guarantee there are items not satisfied with the Chinese bank, but I think there will be a compromise formula soon and in January past when the Chinese president visited Egypt signed a loan agreement at the time between the Ministry of Electricity and the  Bank and the comprehensive agreement of all items where a delegation from the Egyptian Electricity Transmission Company to go to China to discuss all the measures of the Convention and is currently completing all the loan procedures and financial guarantee, but there are some items It is still pending and replace delegate between the two sides

How long is the completion of the project and whether there are fines levied when the   delay

 We are working in accordance with the contract and we are working at a fast rate compared to any other companies operating in Egypt  , and even though we did not get  any money six months ago but we are still working and did not stop working and the  electricity transmission company follow routine procedures we  follow legal procedures in accordance with the contract and this seems normal between the two compaies   there are about 5 lines have not been completed of the procedures for obtaining approvals  from official bodies on them  and we are still in touch with the responsible authorities, but when you come approvals we do not act immediately , we take our time about 2 or 3 months doing soil tests and identify constellations sites and survey work for the profile and then the transport company job compensation to people and then begin implementation

 ?How do you assess the development of the energy sector in Egypt

About 20 years ago China was similar to Egypt in terms of poverty and there were problems in the economy, electricity and manufacturing, was classified State Grid Corporation No.   600 in the world until we are currently one of the first companies on the world level and to China in 1000 gigawatts currently , and I commend the government ‘s decision Egyptian increase the prices of electricity , because not to raise prices means that companies and the ministry will lose because the state has to provide energy in order to attract investors and this is the basic structure of any investment and frankly say that the investment policies in Egypt is very bad and that investment in Egypt climate is not suitable to attract any investments Sorry

 ?Do you work in African markets

 State company fronds being strongly present in the African market, where she works in Ethiopia, Kenya, Ghana, Tanzania, South Africa and I have the State Grid special office for the African continent, based in South Africa and is responsible for Africa have called africa office and we have projects also in Turkey, Iraq, Iran, and these private projects, networks and a subsidiary of the government because  State GRID represent China’s Ministry of Electricity is already the Chinese government company owns 100% because the company’s president represents the Chinese Minister of Electricity and would love to acknowledge that  State Grid of the biggest companies in the world and controls 90% of the networks in China either of the remaining 10% are isolated areas are set companies another to work out where the network has in China 1,000 gigawatts be State grid’s where the biggest share

 ? Do you have any  projects in the Gulf region

The company is currently preparing a project networks in the Sultanate of Oman has not been signing contracts currently

  ? It seems that age too young when it started work inside  State Grid Corporation
